• check out a working voltage of the vertical IC , whether the IC voltage normal? If not, look for damage to the circuit. 
• Check-elcos around the vertical IC, if there is a leak or rupture elco

 If physical IC looks good, working voltage IC is also normal and no damaged or leaking Elko then make sure the damage occurred at the vertical IC. To fix it we have to replace them with new ones. Toshiba 2955DE televisions vertical is IC TA8247K, if you happen to not have this type of IC we can replace it with a TA8403 series.
